This is class warfare at it's best. If I work for a company that doesn't pay me what I'm worth I am free to go find another job. If stockholders don't believe in the management of a corporation they are free to invest their money elsewhere. It's that simple.
Where on earth does he believe he gets the authority to push such a bill? Why isn't he denouncing the high pay of movie stars even when the movies flop at the box office? Why isn't he denouncing the high pay of trial lawyers who raise the price of prescription medications, medical care and just about everything else one can think of? Oh yeah, I forgot, they're big donors to his campaign.
This is America. It is not up to the government to decide how much money corporations can pay their executives, or any employee for that matter. To those who say that our country was not founded on capitalist principles, I give you the words of Thomas Jefferson:
"To take from one, because it is thought his own industry and that of his fathers has acquired too much, in order to spare to others, who, or whose fathers, have not exercised equal industry and skill, is to violate arbitrarily the first principle of association, the guarantee to everyone the free exercise of his industry and the fruits acquired by it."

I must be really dense. What kind of fool would call the majority of U.S. citizens small minded, religious, gun toting bigots and expect to become their leader?
